Project Scope
Rise Urban is retained by Lumen Living – a Specialist Disability Accommodation developer – to assist with site procurement, planning due diligence and development approvals for all of Lumen’s SDA projects across Western Australia.
Lumen’s first $30 million fund, once fully implemented, will deliver 12 houses and 30 villas creating homes for 61 tenants. Rise Urban will once again be working with Lumen Living in 2024 to deliver its second fund, which has a target raise of $100 million, and will ensure that SDA participants across Western Australia have access to a range of quality homes to meet their specific needs.

Project Challenges
Despite being a housing type in high demand, the planning framework is often ill-equipped to expedite SDA development approvals. Rise Urban has now facilitated and negotiated more than a dozen development approvals across numerous local authorities, delivering bespoke and fit-for-purpose accommodation for some of the most vulnerable members of our community.

Lumen Living has a mandate to deploy $130m of capital into Specialist Disability Accommodation across Western Australia. Developing a new class of residential product across several local government jurisdictions is not an easy task given the challenging needs of people living with complex disabilities and ensuring these needs are met while working within the various town planning schemes (which often don’t even consider these issues).
