Built form and infrastructure

Project Scope

Rise Urban was engaged in 2020 to assist Saracen Properties with approvals for a new neighbourhood shopping centre in Midvale including a full line Woolworths supermarket and a number of specialty retail tenancies. At the time of Rise Urban’s appointment, the application was caught up in the State Administrative Tribunal and Supreme Court review processes. Rise Urban was able to work proactively with the client and government agencies to address the shortcomings of the proposal, and ultimately secure planning approval through the JDAP for the shopping centre.

  • Development application
  • SAT appeal & Judicial Review
  • $25M shopping centre with full line supermarket

Project Challenges

The proposal was required to demonstrate that there was sufficient retail demand for a full-line supermarket, and that the proposal would not adversely impact other existing retail centres. Working with specialised consultants, Rise Urban was able to demonstrate to the decision makers that the impacts of the proposal on other centres would be negligible, and that the benefits to the community would outweigh any negatives.
